Fresno County’s Department of Public Works and Planning is offering rewarding and challenging career opportunities as a Senior Planner in the Development Services Division. One position supervises the Zoning and Permit functions; the other supervises the current Planning Section.
The Department of Public Works and Planning combines several interrelated functions under centralized administration. These functions include planning, development services, land use, building services, resources, community development, parks/grounds, capital projects and public works.
Senior Planners perform the more complex professional and technical planning functions including research and analysis, evaluating data related to social, housing, economic, population, environmental, agricultural land conservation, resource conservation and land use trends; facilitates citizen participation in the planning process; and supervises staff.
Candidates possessing strong interpersonal skills, initiative, independent sound judgment, a high degree of maturity, as well as exceptional analytical, supervisory, and management aptitude are highly desired.
Incumbents must be willing and able to attend meetings occasionally during daytime and evening hours at varies locations within and outside the County of Fresno.
The ideal candidate will possess:
Knowledge of:

Standard terminology, techniques and practices of modern urban planning;

Planning research, technical writing and urban design;

Pertinent zoning codes, regulations and ordinances;

State planning, zoning, subdivision and development laws and the California Environmental Quality Act;

Principles and practices of effective employee supervision, including selecting, training, evaluating and disciplining;

English usage, spelling, grammar and punctuation;

Engineering and architectural drawing and graphic illustration;

Effective leadership methods.
Skills/Abilities to:

Plan and supervise the work of staff in compilation of data, research, enforcement and the preparation of plans, policies and studies for the implementation of planning;

MINIMUM QUALIFICATION:
Education:
Possession of a bachelor’s degree that is acceptable within the United States’ accredited college or university system, in Urban or Regional Planning, Engineering, Geography, Architecture, Public or Business Administration, or closely related field.
Experience:
Three (3) years of full-time, paid work experience equivalent to that gained as a Planner with Fresno County.
Substitution:
Possession of a master’s degree that is acceptable within the United States’ accredited college or university system, in Urban or Regional Planning, Engineering, Geography, Architecture, Public or Business Administration, or closely related field may be substituted for one (1) year of the required experience.
License:
Possession of a valid driver's license.

SAMPLES OF DUTIES:

Supervises staff involved in compiling, researching, analyzing and evaluating data related to social, housing, economic, population, environmental, agricultural land conservation, resource conservation and land use trends. Supervisory duties include interviewing, training, selecting, evaluating and disciplining staff, and communicating division policy and objectives to staff.

Prepares and administers schedules for planning, zoning, or code enforcement projects.

Assists in the direction and administration of planning and zoning functions.
-
Assists in directing the development, interpretation and implementation of the General Plan, including Regional Plans, Community Plans and Specific Plans.
-
Prepares and monitors an applicable section of the budget as it relates to the department’s operating budget.

Schedules, plans and completes special studies and prepares comprehensive reports, correspondence, statistical data and Board Agenda Items regarding various complex planning matters.

Provides information and assistance to governmental agencies and the public regarding planning issues, ordinances, codes, regulations, policies and procedures and other planning functions.

Implements and interprets State and Federal laws and regulations, County ordinances, policies and procedures.
-
Conducts oral presentations before the Board of Supervisors, Planning Commission, at public meetings, or at other agencies or organizations.

Prepares and processes California Environmental Quality Act (CEQA) documents.

May serve as primary contact person to various appointed commissions/committees.

SELECTION PROCESS:
Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:
Written Examination (weighted 100%)
Oral Examination (weighted 100%) – An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
Successful candidates will be placed on an employment list, effective for a minimum of 3 months (the employment list established may be extended for an additional 12 months), and will be certified in final rank order as vacancies occur.
The eligible list established from this recruitment may be used to fill both extra help and permanently allocated positions. Individuals selected for extra help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules.
